Enterprise Florida Loan Programs

Enterprise Florida, Inc. offers several loan programs to provide assistance to new and expanding industries. These programs are specifically targeted toward small and medium-sized businesses in Florida that are within industrial sectors that have high-wage jobs.

Loan programs offered by Enterprise Florida, Inc. include:

  • SBA 504 Subordinate Mortgage Loan Program
    Administered by Florida First Capital Finance Corp., this program provides loans for companies to purchase land or buildings, construct new buildings, expand existing facilities, or purchase machinery and equipment.
  • Enterprise Bond Program
    Certain manufacturing and 501(c)(3) non-profit organizations may qualify for this program, which provides tax-exempt, low interest bond financing.
  • Minority-Owned Loans and Guarantees
    Black-owned and operated companies may qualify for loans and guarantees through the Florida Black Business Investment Board's regional affiliates.
  • Export Finance-Related Direct Loans and Guarantees
    These loans and guarantees are offered through Florida First Capital Finances Corp.

Economic Development Transportation Fund – "Road Fund"

This program provides funding to local communities to address public transportation issues that may affect a company's decision to locate or expand a facility within the community. Funding is based on the number of jobs created or retained and up to $3 million can be awarded.

Rural Community Development Revolving Loan Fund

Administered by the Governor's Office of Tourism, Trade, and Economic Development (OTTED), this loan program provides long-term loans, loan guarantees, and loan loss reserves to new and expanding companies located in rural communities.

Local Government Distressed Area Matching Grant Program (LDMG)

This program provides financial assistance to local municipalities to help attract new companies, assist expanding companies, and help retain existing companies. The State of Florida awards $50,000 or 50% of the local government's assistance amount (whichever is less).

Florida Recycling Loan Program

This program provides financial support for companies that manufacture products from recycled materials or companies that convert recyclable materials into raw materials for use in manufacturing.

Features of this program include:

  • Minimum of $20,000 and maximum of $200,000 in loans
  • Maturity is up to 10 years or weighted average life of asset(s)
  • Interest of loan is fixed for life and may be lower than prime lending rates

HUBZone

This Small Business Administration Program provides contracting assistance to qualifying companies located in designated areas.

Assistance includes:

  • Competitive and sole source contracting
  • 10% price evaluation preference in full and open contract competitions
  • Subcontracting opportunities

PowerSouth counties that are designated as HUBZones or include designated HUBZone areas include:

  • Calhoun
  • Escambia
  • Gulf
  • Holmes
  • Jackson
  • Santa Rosa
  • Walton
  • Washington

USDA Rural Development

Loans (both private and U.S. Treasury), grants, and technical assistance programs are available from the USDA Rural Development offices throughout Florida.
